INDIVIDUAL POLICIES – 2011 (draft for approval at the AGM July 2011)

 

INTRODUCTION:

The following policies are to be included within the Association Overall Policy as those which are to be acted upon by the membership and officers where ever possible.

 

RENEWABLE ENERGY – WIND FARMS

DETAIL

The Association considered the effect of extensive wind farms, sub stations and overhead power lines.

OVERALL POLICY

The Association policy as adopted is to object to wind farm transportation through towns and villages where it

affects the viability, nature and tourism of the areas concerned.

After further debate to formulate a final policy on power lines and sub stations.

ACTIONS

To object to the authorities by meeting ministers, MP’s, AM’s, letters to relevant authorities and through the media to promote the policy.

 

CHARITY SHOPS AND THE HIGH STREET

DETAIL

The effect of the large number of charity shops in High Streets has been considered.

OVERALL POLICY

The  Association policy is to seek to change the Use Class Order to include for an A6 (registered charity retail units)

ACTIONS

To support the policy by meeting ministers, MP’s, AM’s, letters to relevant authorities and through the media to promote the policy.

 

NORTH WALES MAGISTRATES COURTS

DETAIL

The loss of magistrates courts in North Wales is of concern, particularly due to the fact than local transport is poor and

therefore getting to the courts is difficult.

OVERALL POLICY

The Association seeks to campaign to keep open as many of the local magistrate courts as is possible.

ACTIONS

To support the policy by writing to the relevant authorities and to promote the policy through the media to promote the policy.

 

ALCOHOL LICENSING

DETAIL

The consultation process via local communities with regard to licensing applications is not common and needs to be so.

OVERALL POLICY

The Association policy is to seek that such consultation be statutory and not at the option of each County Council.

ACTIONS

To support the policy by writing to the relevant authorities and to promote the policy through the media to promote the policy.

 

NORTH SOUTH ROAD LINK

DETAIL

The delivery of a north south road link is considered important and of urgent need.

OVERALL POLICY

The Association Policy is to support the programme and implementation of the north south road link in Wales.

ACTIONS

To support the policy by writing to the relevant authorities and to promote the policy through the media to promote the policy.

 

LOCAL GOVERNMENT (WALES) MEASURE

DETAIL

The introduction of the Local Government (Wales) Measure.

OVERALL POLICY

The Association policy is to support this legislation and to respond to consultations on each element as it proceeds through the WAG.

ACTIONS

To support the policy by meeting ministers,  AM’s, WAG, letters to relevant authorities and through the media to promote the policy.

 

LOCAL AUTHORITY PENSION SCHEMES

DETAIL

The concern of the Association was the cost and balance sheet effects of the cost of local authority pension schemes.

OVERALL POLICY

The Association Policy is to seek to reduce the cost of local authority pension schemes so that they are affordable.

Also to object to any radical change of funding rules without due regard of the cost to local councils.

ACTIONS

To support the policy by meeting ministers,  AM’s, letters to relevant authorities and through the media to promote the policy.

 

CHARTERS WITH LOCAL COUNCILS

DETAIL

The Association has received presentations regarding working charters between County and Local Councils.

OVERALL POLICY

The Association Policy is to seek support the introduction of charters in all its member areas.

ACTIONS

To support the policy by meeting ministers,  AM’s, letters to relevant authorities including the county councils.

 

POLICING AND PCSO’S

DETAIL

The concern of the Association was the mix of PCSO duties in various areas, the more powers PCSO’s have the better.

OVERALL POLICY

The Association Policy is to seek to support giving more powers to CPSO’s in all member areas.

ACTIONS

To support the policy by meeting ministers,  AM’s, letters to relevant authorities including the police and County Councils.

 

NORTH WALES ASSOCIATION AND ONE VOICE WALES

DETAIL

The Association has given a clear indication that it wishes to remain as a separate independent body to One Voice Wales.

OVERALL POLICY

The Association Policy is to seek closer co-operation with One Voice Wales without any prerequisite to be members.

ACTIONS

To continue discussions on this basis.
